Public examination of the Lichfield District Local Plan - Day One

Lichfield District Council has spent over six years drawing up a Local Plan which will shape how Lichfield District will develop up to 2028. This includes deciding on how many houses are needed, how many jobs will be created and how the roads and railways will cope. Importantly it must say how much money is needed and who will pay for it.
Before the Local Plan can be implemented a public inquiry must take place, where an independent inspector examines the plan, looks at the evidence and listens to any objections. Inspector Robert Yuille is conducting this examination over the next twelve days. Mr Yuille will determine whether the Local Plan is “sound” and whether it complies with all the legal requirements.
Today was the first day of the hearing and was split into two sessions. The first session considered whether the District Council had cooperated with its neighbouring local authorities to ensure that their plans joined up. A major consideration is the fact that Birmingham City Council would be asking their neighbours to build over 30,000 new homes over the next twenty years in order to meet Birmingham’s housing needs. The Lichfield Alliance, a group of residence associations, argued that the A38 was heavily congested and there was limited capacity on the trains and that building houses for commuters would make things worse.
The second hearing, held in the afternoon, looked at how many new homes (excluding those required by Birmingham) should be built. Lichfield district Council has proposed that 8,700 homes should be built over the next 20 years. Both the Lichfield Civic Society and the Lichfield Alliance put forward strong arguments that the number of new houses should be lower. After a lively discussion the Inspector adjourned the meeting. Tomorrow the developers and land owners get their chance to argue that the housing numbers are too low and should be increased.
